A key role for USAID and its partners is to identify how their resources can best contribute to increasing the capacity of the private and public sectors in Mali to scale up their investments, and increase the impact of those investments, in relation to the food security dimensions of availability, access, utilization and stability. To fulfill this role will involve identifying opportunities presented in the Malian agricultural sector investment plan (PNISA) to address critical needs in each of these dimensions, the types of investment that will best address the needs, and the set of resources and skills that will enable Malian organizations and entrepreneurs to implement those investments successfully and at scale. The wide spread increase in rural purchasing power under the Green Revolution in Asia during the 1970s was key to increased rural employment and industrialization. Studies suggested that an extra dollar of agricultural income was typically associated with an additional $0.80 of nonagricultural income from local enterprises stimulated by the spending of farm house holds. Studies in Africa, where the Green Revolution was harder to discern, tended to be much more pessimistic. This report revisits these issues using especially detailed panel data sets on rural consumption and incomes, collected by IFPRI and collaborating national institutions for a variety of purposes during the mid to late 1980s in Burkina Faso, Niger, Senegal, Zambia, and Zimbabwe. This paper examines how the fertilizer sector in general, and farmers’ demand for fertilizer in particular, has evolved since the introduction of fertilizer sector reforms in Ethiopia. There is much debate in the agricultural development literature about whether fertilizer use in Africa is constrained primarily by poor input distribution systems, by farmers’ lack of knowledge concerning the benefits and correct use of fertilizer, or by lack of effective demand because the product is simply not profitable enough. This paper outlines the role of improved soil fertility in the process of structural transformation, and examines specific financial, economic, social, and political arguments in favor of promoting increased fertilizer use, particularly in smallholder farming systems. This paper draws experiences and insights from the literature on which policies and programs appear to work best and which least well in providing a consistent and growing supply of fertilizer to smallholders. Particular attention is given to addressing the question of fertilizer subsidies: Under what circumstances are they warranted and what form should they take, if and when they are implemented?

Senegal has experienced a number of spurts in agricultural production and productivity growth since independence, yet average trends from 1960 through 1993 have been either stagnant (in terms of aggregate production and yields), or negative (in terms of real value of production).
